LA PLACE DE LA RÉGULATION BANCAIRE DANS LE DÉVELOPPEMENT BANCAIRE ET LA CROISSANCE : UNE APPROCHE INSTITUTIONNELLE POUR LES PAYS D’AFRIQUE DU NORD ET DU MOYEN-ORIENT

Cet article propose de tester les relations qui existent entre le développement économique, le développement institutionnel, la régulation bancaire et le développement bancaire en utilisant la méthode GMM en panel dynamique pour 19 pays d’Afrique du Nord et du Moyen-Orient (MENA) durant la période 1982-2005. Les principaux résultats sont : (i) l’existence d’un effet positif du développement économique sur le développement bancaire, (ii) l’exis-tence d’un effet positif de la régulation bancaire sur le développement bancaire, (iii) l’absence de relation significative entre le niveau de développement institu-tionnel et le développement bancaire, (iv) l’existence d’un effet positif du déve-loppement bancaire sur le développement économique. L’absence de relation significative entre le développement institutionnel et le développement bancaire peut être expliquée par la spécificité des variables institutionnelles, qui varient très lentement dans le temps, ce qui fait qu’elles ont peu d’effets repérables sur le développement bancaire atteint par les pays du MENA. Abstract - The purpose of this paper is to check the nature of the relationship that exists between institutional development, banking regulation and banking development, using the GMM system on dynamic panel data for 19 countries of the MENA region. The main results are: (i) the existence of a positive and statistically significant effect of economic development on banking development, (ii) banking regulation affects the banking development in a positive and significant way, (iii) the non existence of a significant statistically relationship between institutional quality and banking development, (iv) and finally, our findings also suggest that economic growth is enhanced by banking development. The absence of a significant relationship between institutional environment quality and banking development can be explained by the nature of the institutional indicators, which vary very slowly through time. That may be the reason why the banking development level reached by MENA region countries cannot be accounted for by institutional development.
